In connexion with a conversation I had with

Your Excellency on the subject of the appointuent of a Third

Judge, I made some remarks on the subject of Ir. Corwertz's

qualifications to act as Judge. These rernirks represented what

was then the current opinion. I an anxious now to remove the

impression which those remarks must have caused. I have every

reason to be more than pleased with the way in which Ir. Gompertz is performing his duties. He is developing into a very keen lawyer, and promises considerable leral acumen. In addition he works and reads hard, and is undoubtedly qualifying hinself for a judicial appointment. In the event of the 3rd. Judea ever being appointed he would fill the post admirably.

The value of a Colonial appointment depends upon so nway cirenmstances besides the salary that the Secretary of State oftra cannot judge what would be acceptable to un oficer. Applicants for promotion should therefore, in their own interests, state as precisely as possible what they desire, either specifying certain appointments, or at least mentioning the Colentes to which they would or would net be willing to gu, and the amount of salary which they think that they may reasonably expect.
